I have a Bluetooth transmitter connected to my Verizon FIOS cable box. The cable box is connected to the TV via HDMI. The earbuds receive the audio signal from the transmitter and the volume can be adjusted on my Bluetooth earbuds and is independent from the TV volume. Do you have a cable box with audio output?

This may not solve your problem depending on your TV source. I connect an Aptx low latency Bluetooth transmitter (to avoid lag) to the audio out ports of my cable box and use appropriate Bluetooth earbuds. The volume of the earbuds is independent of the TV speakers this way.
